[00:04:15] The first was a man dressed in plain clothing claiming to be an FBI agent who refused to produce a badge to prove his identity.
[00:04:25] Keneika was shaken to her core, especially when this was followed up by a man who claimed to be a FedEx driver demanding she open her door so that he could deliver a package.

[00:04:39] She thought that someone was after her and her suspicions were confirmed.
[00:04:44] When on August 28th, 2008, she returned home after running some errands and was gunned down in the hallway of her apartment building.
[00:04:53] Keneika's killer has never been caught, leaving her family to wonder who had targeted her and why.
[00:05:01] So let's jump right in.
[00:05:03] Keneika Powell was born on January 31st, 1980 to her single mother, Judy.
[00:05:09] From an early age it was clear that she would follow in her mom's footsteps by becoming a fiercely independent young lady.
[00:05:17] Described as feisty and ambitious, Keneika decided to join the army at just 20 years old, only a few years after graduating from high school.
[00:05:27] Her military career really took off with her first major posting landing her all the way in Korea.
[00:05:34] Still she kept in close contact with her family, especially her mother and her friends, writing lots of letters to send back home.
[00:05:42] That's one thing about Keneika, though she was known to be opinionated at times, she was also incredibly sweet and kind-hearted.
[00:05:51] Keneika would spend a few years here until she decided to leave the military and return to Prince George's County, Maryland in 2004.
[00:06:00] This is where she landed her dream job, working at the John Hopkins University Applied Physics Laboratory.
[00:06:07] We don't know a whole lot about what she was doing in this role, it was kind of hush hush.
[00:06:13] But we do know that those working at this lab require top security clearance as they're working on Homeland Security projects.
[00:06:20] She would be handling classified information and sometimes she would need to travel to pick up documents for the lab.
[00:06:28] But again, it was all very secretive.
[00:06:31] Her mother said that the way Keneika talked about it reminded her of someone who worked in the FBI.
[00:06:38] She had an important job, but none of her family really knew what it entailed.
[00:06:43] Keneika would be employed as a contractor for two years before being offered a full-time position.
[00:06:49] She lived alone in a quiet apartment complex, but she had recently started dating someone new who she was really excited about.
[00:06:58] Keneika identified as bisexual and was in a fairly new, somewhat casual relationship with a woman.
[00:07:06] At 28 years old, with her own place, a dream job, and someone to spend her free time with, life was good.
[00:07:14] But things would take a really strange turn on August 23rd, 2008, when Keneika heard a knock at her front door.
[00:07:23] She was a young woman who lived alone, so she knew better than to just open the door to anyone.
[00:07:30] Instead, she looked through the peephole and she saw a man she didn't know standing in the hallway of her apartment complex.
[00:07:38] He claimed to be an FBI agent, telling her to open the door because he needed to speak with her immediately.
[00:07:47] Her mind was racing. Why would someone from the FBI want to speak with her? What had happened?
[00:07:54] Keneika responded by asking to see his badge.
[00:07:58] He held up something that looked kind of like a police badge, but it didn't have a photo identification with it.
[00:08:06] To Keneika, it looked fake, like something you could just order online.
[00:08:11] Her heart raced even faster. She wasn't naive.
[00:08:16] A legitimate FBI agent would be able to produce a legitimate badge. So, who was this strange man?
[00:08:24] She refused to open the door and eventually he gave up any left.
[00:08:29] When the man was gone, she called the police who attended the scene, but unfortunately they couldn't locate this strange man.
[00:08:37] They did, however, take down a report just in case he ever came back or there was any other issues.
[00:08:44] She described this person as a black male dressed in a black hat with black glasses and a north face jacket,
[00:08:52] which was unusual because it was August. It was summertime so a jacket like that was way too hot to be wearing.
[00:09:00] This outfit also isn't in line with what an FBI agent would be wearing to an official call.
[00:09:07] Keneika also contacted the FBI to see if this was a legitimate visit by one of their agents and she was told that it didn't sound like it was.
[00:09:16] Typically, they would go to calls with a partner.
[00:09:19] They would absolutely be able to produce a badge that had the shield and their photo identification next to it.
[00:09:26] Plus, they didn't have anything in their system to indicate that anyone from the FBI was looking to speak to Keneika.
[00:09:33] She was so shaken up believing that someone was trying to scam her so she let her rental office know what was happening
[00:09:41] and two days later she sent out an email to her friends and family warning them.
[00:09:47] The subject line read, Weekend and the email said,
[00:09:51] I just wanted to share with you the scariest thing that happened to me this weekend.
[00:09:55] Saturday evening around 7pm, a man was knocking at my door as all of you may know, I live alone.
[00:10:03] I asked who it was and he didn't answer so once I got close to the door and looked out of the peephole
[00:10:10] I saw a male figure that was not familiar to me at all.
[00:10:15] I asked who he was and all he stated was that he was from the FBI and he was looking for Keneika Powell.
[00:10:23] It freaked me out completely because this man knew my name.
[00:10:28] He held a shield up but no picture ID and he never gave his name.
[00:10:33] He told me he was looking for me in regards to an investigation.
[00:10:37] I told him that I had no idea as to what he was talking about
[00:10:42] and that he would need to show me documentation as well as a warrant of some sort.
[00:10:47] So he left and I looked out of my bedroom window and saw him walking.
[00:10:53] I also heard a voice tell him to walk in the opposite direction.
[00:10:58] The whole situation was scary and seemed so false.
[00:11:04] So because of this incident, not only did I get no sleep for the rest of the weekend
[00:11:10] but I'm now trying to get an alarm system installed in my apartment.
[00:11:15] I had one in my old apartment but I just hadn't had it transferred over to my new one.
[00:11:20] As far as everything that happened with the guy, I did call the FBI
[00:11:25] and they told me that it was more than likely bogus
[00:11:28] because they never come to your door by themselves
[00:11:31] and they always leave a card of some sort so that you can contact them.
[00:11:35] I called the local police as well to give them a description
[00:11:39] just in case someone is out there trying to rape or harm single women.
[00:11:43] Pass this on ladies, this is not a fake forward, this happened to me, Kanika.
[00:11:49] Who knows who these guys are and what they are doing
[00:11:52] and in what areas other than mine.
[00:11:55] So while this man showed up outside of her door by himself
[00:11:59] he wasn't even alone.
[00:12:01] After he had left, Kanika had gone to her window to get a better look at him
[00:12:06] and this is when she heard another man giving him direction on where to walk.
[00:12:11] So was this other person helping him to try to avoid where cameras were placed
[00:12:16] outside of the apartment complex?
[00:12:18] She also noted that he was carrying some sort of binder,
[00:12:22] an envelope or a file folder in his hand.
[00:12:26] What could have been inside?
[00:12:28] The other thing about this email that is troubling
[00:12:32] is that this man knew her name so he knew who she was and where she lived.
[00:12:37] Whatever the intention, this was very much targeted.
[00:12:45] Be totally honest with me for a minute.

[00:14:52] so I can't imagine the terrifying thoughts
[00:14:55] that must have been running through Canika's head.
[00:14:57] When she spoke with her mother, Judy, about the harrowing situation
[00:15:01] she told her that she believed she was being set up for a scam.
[00:15:05] To try to protect herself
[00:15:07] she installed a security alarm system inside of her apartment
[00:15:11] but this would not stop these strange visits from occurring.
[00:15:15] Her friends and family tried to get her to stay with them
[00:15:19] for just a few days just to be on the safe side
[00:15:22] but Canika declined.
[00:15:24] She refused to be terrorized in her own home
[00:15:28] like I said she was fiercely independent
[00:15:31] a veteran, highly intelligent and not someone to be messing with.
[00:15:36] On August 27th, five days after the fake FBI agent
[00:15:40] had showed up at her apartment
[00:15:42] there was another knock at the door
[00:15:45] again she didn't answer it right away
[00:15:48] instead she looked through her peephole
[00:15:50] and asked the man she saw standing there to identify himself.
[00:15:53] Canika described this man as African American
[00:15:57] around six feet tall with a beard
[00:16:00] he had on a FedEx shirt
[00:16:02] shorts over short pants
[00:16:04] white socks and tan Timberland boots
[00:16:07] Now according to what she would later tell the police
[00:16:10] he asked if she was Canika Powell
[00:16:13] and she said yes
[00:16:15] Then he said he had a package to deliver to her
[00:16:18] she told him to just leave it at the door
[00:16:21] to which he responded he needed her signature
[00:16:24] to turn the package over to her
[00:16:26] she noticed right away that he wasn't even carrying a package with him
[00:16:31] but he claimed that he'd have to go back downstairs
[00:16:34] and get it once she had signed for it
[00:16:37] when she looked out her window
[00:16:39] she didn't see a FedEx truck
[00:16:41] or any other kind of delivery truck around
[00:16:43] so she refused to open the door
[00:16:45] Canika's cousin who lived in the same apartment complex as her
[00:16:49] just so happened to be returning home
[00:16:51] and she also witnessed this man wearing the FedEx shirt
[00:16:55] She confirmed that she too did not see
[00:16:58] any kind of mail delivery truck around the building
[00:17:01] The man left without leaving behind any kind of delivery notice
[00:17:05] which you'd think he would have done
[00:17:07] if it were a legitimate delivery
[00:17:09] Canika called FedEx
[00:17:11] and she confirmed that there were not any packages
[00:17:14] that needed to be delivered to her
[00:17:16] This just confirmed to her that someone was targeting her
[00:17:20] and they weren't backing down
[00:17:22] because the very next day around 7.30 in the morning
[00:17:26] on August 28th, there was yet another knock on the door
[00:17:30] Again, it was a man who said that they were there
[00:17:34] to deliver a package to her
[00:17:36] but who the hell delivers a package at 7.30 am
[00:17:40] Canika refused to open the door for this man
[00:17:43] and eventually he gave up and he left
[00:17:46] after which Canika called her mother in a panic
[00:17:49] Her mother Judy would recall the phone conversation
[00:17:53] where her daughter had told her that this was not some
[00:17:56] random ordinary scam
[00:17:58] She was being targeted by someone who knew her name
[00:18:01] and wanted to get access to her
[00:18:04] She called the police again
[00:18:06] but they didn't find anything helpful at the scene
[00:18:09] that could possibly identify these strange men
[00:18:12] During another conversation with one of her friends
[00:18:15] Canika noted that she kept finding cigarette butts
[00:18:19] lying on the ground in front of her front door
[00:18:22] This only started happening recently with these strange visits
[00:18:26] She believed that someone was leaving them there
[00:18:29] purposely to let her know that they had been waiting for her
[00:18:33] Canika was becoming afraid to leave her house
[00:18:37] but she was planning to take off for a weekend out of town
[00:18:40] with her girlfriend the following day
[00:18:42] and it was a break from her current reality that she desperately needed
[00:18:47] She had taken the day off from work
[00:18:49] as she had some running around town to do
[00:18:51] to pick up a few things for her trip
[00:18:53] She also had to have her car serviced
[00:18:56] She had to get these things done
[00:18:58] and she thought at least it would be better to do it during the daytime
[00:19:02] so that she could get back home
[00:19:04] safe to her apartment before it got dark
[00:19:07] Sadly Canika wasn't safe even in broad daylight
[00:19:12] She tried to brush off the early morning fake delivery
[00:19:15] and get her errands done
[00:19:17] She returned back to her apartment complex just before noon
[00:19:22] As she walked down the hallway towards her unit
[00:19:25] there was someone waiting around the corner with a gun
[00:19:29] She was shot multiple times before the suspect fled the scene
[00:19:34] The other residents living in the building heard the gunshot
[00:19:38] and called 911
[00:19:40] Canika would be found lying in the hallway
[00:19:43] still alive but gravely wounded
[00:19:46] Her keys and purse were discovered right next to her
[00:19:50] meaning whoever had done this was not trying to rob her
[00:19:54] because they didn't take anything
[00:19:56] All of her belongings remained at the scene
[00:19:59] Canika would pass away from her injuries in the hospital the following day
[00:20:04] Canika's murder would baffle the police
[00:20:07] There was basically no evidence to collect
[00:20:10] The handgun that was used in the murder, it was never recovered
[00:20:15] Unfortunately there weren't witnesses who actually saw the shooting
[00:20:19] and there weren't any security cameras in the hallway of the apartment complex
[00:20:24] There was one neighbor who reported hearing Canika yell out
[00:20:28] No, no, no, before the gun went off
[00:20:31] There didn't appear to be any clear motive for what was done to her
[00:20:36] Canika had a clean police record
[00:20:39] She wasn't involved in drugs or any other illegal activity
[00:20:43] Nothing was taken from her so robbery wasn't a motive
[00:20:47] and no one had any clue as to who might want to hurt her
[00:20:51] Investigators weren't even sure if the fake FBI agent
[00:20:54] and the fake FedEx delivery men were the same people
[00:20:57] or if they were even connected to the shooting
[00:21:01] Canika believed that they were different people
[00:21:03] but they may have been wearing disguises
[00:21:05] so police did not rule that out
[00:21:07] Initially it was thought that maybe her killing
[00:21:10] had something to do with her top secret job at the Hopkins lab
[00:21:14] As part of her employment, she would sometimes have to go on these secret trips
[00:21:19] to pick up things for the lab
[00:21:21] but she couldn't tell anyone where she was going
[00:21:24] or discuss any of the specifics
[00:21:27] So did Canika know something that she wasn't supposed to know?
[00:21:31] Was someone trying to silence her?
[00:21:34] The internet went wild with this theory
[00:21:37] when less than three months after 31 year old Sean Green was murdered
[00:21:41] Like Canika, Sean had a very secretive job
[00:21:45] working at the National Counterterrorism Center in McLean, Virginia
[00:21:49] While he was sitting in his car
[00:21:51] waiting at a traffic light that was located about 30 minutes away from where Canika lived
[00:21:56] A masked gunman pulled up beside him and shot him nine times
[00:22:01] According to Corporal Clinton Copeland
[00:22:04] a spokesman for Prince George's County Police
[00:22:07] quote, it doesn't appear to be a carjacking
[00:22:10] He was sitting at the light
[00:22:12] and it wasn't the only car there
[00:22:14] It's weird stuff, a mystery right now
[00:22:17] Investigators had trouble identifying a motive in his killing too
[00:22:21] because again, nothing was stolen from the scene
[00:22:24] and it did appear to be a targeted shooting
[00:22:27] There were other people sitting in their cars at this same red light
[00:22:32] and yet the gunman specifically went up to Sean's car to shoot him
[00:22:36] Rumors swirled that the two murders might somehow be connected
[00:22:41] or it could even be the same gunman
[00:22:44] because both victims had worked in national security
[00:22:47] However, local police were quick to rule that out
[00:22:50] saying quote, there's no indication that the two killings are connected
[00:22:54] Another rumor that quickly made its rounds
[00:22:58] was related to a serial killer who had been lurking
[00:23:01] somewhat in the area where Canika lived
[00:23:04] Not too far from where she lived at least
[00:23:06] 25-year-old Jason Thomas Scott was dubbed the mother-daughter killer
[00:23:11] after he committed a series of heinous murders
[00:23:14] between June 2008 to March 2009
[00:23:18] He was convicted of killing five women in Prince George's County
[00:23:22] including Vilma Butler, Karen Lofton, Karen's 16-year-old daughter, Carissa
[00:23:28] Dolores DeWitt and Dolores' 20-year-old daughter, Ebony
[00:23:32] Now there are a few notes of interest when comparing Jason's crimes
[00:23:36] to what had happened to Canika
[00:23:39] Though it wasn't FedEx, Jason did work at UPS
[00:23:43] and he would use their database to find his targets
[00:23:47] and then to find additional information about his victims
[00:23:51] Then he would stake out their homes
[00:23:53] learning the victims' routines, whether or not they had security systems
[00:23:58] Before committing the final act of murder
[00:24:01] he would break in and cut their phone lines
[00:24:04] disable any alarms that they had
[00:24:06] and leave windows and doors unlocked so that he could gain easy access later
[00:24:11] Jason killed at least three of his victims by shooting
[00:24:15] and many times he used an accomplice to help him with his crimes
[00:24:20] But he didn't try to hide his identity
[00:24:23] by pretending to be something like an FBI agent
[00:24:26] or a delivery man
[00:24:28] So while there are some similarities
[00:24:31] it doesn't seem likely that Jason Thomas Scott
[00:24:34] would continue to target Canika specifically
[00:24:37] especially because each interaction with Canika
[00:24:41] put the killer at risk of being caught
[00:24:44] Whoever killed Canika targeted her specifically
[00:24:48] and was committed to seeing her murder through
[00:24:51] Jason never admitted to any of the murders that he was charged with
[00:24:56] though according to his attorney through his Elford plea
[00:24:59] he quote doesn't admit guilt but acknowledges
[00:25:02] that prosecutors have enough evidence to convict him
[00:25:05] The police believe that there may be more victims of Jason Thomas Scott
[00:25:10] that have yet to be linked with him
[00:25:12] However, he has never been named a suspect in Canika's murder
[00:25:16] So then we have to ask
[00:25:18] who would want to hurt Canika Powell
[00:25:21] The killer was someone who knew her name and knew where she lived
[00:25:25] but the fact that the fake FBI agent and delivery men
[00:25:28] asked her if she was Canika Powell
[00:25:30] leads us to believe that they didn't know her personally
[00:25:33] otherwise they would have recognized her voice and knew it was her
[00:25:36] So was this some kind of professional hit?
[00:25:40] Did someone pay to have Canika killed?
[00:25:43] The events leading up to her death don't exactly scream professional
[00:25:48] Each time these strangers showed up at her door
[00:25:51] it was during broad daylight when there would have been people
[00:25:54] moving around coming in and out of the apartment complex
[00:25:58] They risked being seen each time they knocked on her door
[00:26:02] and that risk grew each time they returned
[00:26:05] Why show up at her door and announce yourself?
[00:26:09] Wouldn't a professional mitigate all of those risks
[00:26:13] by waiting for a moment when it was perhaps dark
[00:26:16] no one was around and they could surprise her?
[00:26:19] Instead, Canika was on high alert
[00:26:23] which would have made their job all that much harder
[00:26:26] especially with the police now being on notice
[00:26:30] Canika didn't really have any known enemies
[00:26:33] but some have pointed out that her death could be related
[00:26:37] to her personal life and the new woman who she was seeing
[00:26:41] She had plans to take a trip with this woman
[00:26:44] the day after she was murdered
[00:26:46] They were going to the Pride Festival in Atlanta together
[00:26:51] Now it's alleged that this new girlfriend had an angry ex-boyfriend
[00:26:57] He may have seen Canika as a threat
[00:27:00] and wanted to stop the two of them from going away together
[00:27:03] This man has been described as volatile
[00:27:07] This theory can be backed up by the escalation of events
[00:27:10] The first knock on the door by the supposed FBI
[00:27:13] happened about five days before the women were going to be spending the weekend together
[00:27:18] The first supposed FedEx delivery happened the night before she was murdered
[00:27:23] followed by another supposed delivery the very morning she was murdered
[00:27:29] And then it was only about four hours after the second supposed package delivery
[00:27:34] that Canika was actually murdered in her hallway of the apartment complex
[00:27:39] So was someone trying to stop this weekend trip from happening?
[00:27:43] It kind of seems like they were set on killing Canika that day before the weekend happened
[00:27:49] It has been 16 years since Canika Powell was targeted and killed outside of her home
[00:27:55] and no one has been charged with her murder
